Wiress, who is a previous Victor of one of the Hunger Games, is only accepted by Katniss as an alliance, is the one who figures out that the arena is a clock. At some point in the book, she starts chiming "Tick, tock". After series of events, Katniss finally catches on to Wiress' hints, and figures out that the arena is indeed, a clock.
They all share a common knowledge, the same focus, that binds them together and keeps them ahead of the curve. It is seen everywhere in the world that people who know the same things and enjoy the same things tend to stick together - this is what a clique is - and this holds true anywhere, including this universe that seems so much different than ours. With this data they can begin to plan out what they need to do to survive long before any of the other tributes.
