Directly, Haymitch wouldn't have gone to the Hunger Games if Peeta didn't volunteer, even though they all trained their hardest before the Games began. If Haymitch went, I think Katniss and Haymitch would have been allies, trying to win it together. With Haymitch being part of a rebellion group who is planning to overthrow the Capitol, and Katniss being a part of it but not knowing, they would both have to do whatever it takes to win.
Also, I don't think Katniss would be as stable without Peeta by her side. Since she is somewhat emotionally attached to him, it would be hard on her to be fighting without him, and protecting him.
