To the Capitol and the people of the district Katniss was the Mocking Jay, and the leader of the rebellion. People saw her as a way to freedom. Going into the hunger games her intention was to survive and now she has been assumed the part to help the other district people to survive as well. They think she is all powerful and knows the way out, but she doesn’t the rebellion needs her to survive so there is nothing else much to do than give herself up and become the Mocking Jay everyone needs her to be.
