The capitol is not promoting a sense of security with Peacekeepers, but rather a sense of the control the capitol is trying to enforce on the districts. They are trying to show the people of the districts that they are still present in their lives, able to control them. No violence was taking place in District 12, so there was no need to peacekeepers.
