In the whole book, it is seen that the Capitol can censor and cut information from the other Districts. If they knew the truth, do you believe the riots would have happened earlier?
The Capitol only shows the Districts what they want them to see because of obvious reasons such as rebellions, could happen. The Capitol doesn't want any of this to happen so censor any information that could be said by tributes throughout the games. Anything that would be against or a threaten to the Capitol is censored because they don't want to get the Districts started or give them ideas about any rebellion that can possibly happen. If the Districts knew unwanted information, they would have started rios way sooner.
