Dirty, rundown, without electricity or cold water. Wilderness runs amuck beyond the broken barrier. Their roads are nothing but dirt and trees tower high, houses an ugly blemish on the ground; rotting wood and greyed out from the elements, in need of constant repair but unable to be fixed. The people are too thin and too tired to function properly and choose instead to throw themselves into their work in an attempt to scrape by. Despite their worn appearance they are compassionate, as seen in the first book when they all salute Katniss at once as she is shuttled off to the Capitol.
