What is the difference between District 12 and the Capitol?

  1. In Catching Fire, we don't see the gruesome and horrific scenes we've seen in the Hunger Games. District 12 seems more luxurious now that Katniss and her family have their own mansion, but we still see the more dilapidated buildings, in the first few chapters when Katniss goes back to her old home before she won the Hunger Games, the forest, and Gale's home.
Not only are buildings different from the Capitol in District 12, but also the supply of food, and other necessities. In the Capitol, they have an ample amount of supplies, while District 12 was suffering, and having to trade illegally.
People in District 12 are very simplistic, and are trying to get by with whatever rations they have. Makeup is not a priority, looks and clothes in general are not. In the Capitol, everyone is dressed up, and have lots of makeup on, and have different, less important, priorities.
I think that this may represent the differences between countries today, how poor countries may think we North-Americans live.
