We saw in Rue's district, when a man was whistling the tune Rue whistled, they shot him. Why would they do this?

  1. In The Hunger Games, Katniss defied the Capitol's rules by proposing that her and Peeta both kill themselves so that there would be no winner. The Capitol took this as a sign of rebellion. Since Katniss was Rue's accomplice in The Hunger Games, when Rue died, District 11 had a lot of compassion for Katniss.
    On the Victory Tour, the man who was whistling Rue's tune, was showing that he was on Katniss's "side". The Peacekeepers did not like this, because it is a small sign of rebellion. Therefore to prevent any sort of rebellion against the Capitol, the Peacekeepers shot the man.
