Katniss didn’t truly love Peeta, if they were to break up and she were to start a relationship with Gale what would the people’s response be? Would they be angry with Katniss? Would everyone be discouraged and stop the rebellion?
The districts would be very angry, because that's why they started to send gifts during the games, sacrificing their own money. If they were to find out that she was in love with Gale, and that Gale is not a cousin to Katniss, they may wonder what other lies she has told to the districts, and may not trust her again. Katniss wasn't comfortable with acting as if she was in love with Peeta from the beginning, so going back to Gale may be exactly what she wishes to do. Though they may be frusterated with Katniss' actions, I do not think that they would stop the rebellion because it was something that would have happened over time anyway.
