The sole fact that she didn't have anyone else and she wouldn't leave Peeta. This isn't the first Games, she can't simply run off with a prayer and a vague idea of survival. She has people that she has to protect now, an ideal she's unwittingly fighting for. They are all her allies and they won't hurt her because they value her life higher than theirs.
